Maybe it's easier to open terminal, then:
root
cd /dev
mkdir cgroup
cd cgroup
mkdir cpu
cd cpu
mkdir user

I had the same problem this morning, but it disappeared after:
1. created a new dir: /dev/cgroup/cpu/user
2. I may have rebooted once

works on t-mobile NL (cheapest and slowest 384 kbps, with unlimited data on 2g AND 3g) and any wifi. I am convinced a working msn has NOTHING to do with a dataplan. You can check this using a wifi...
