/user/home/.rtcom-eventlogger/el-v1.db (PR 1.2)
so my guess is you're out of luck. Sorry.

Sure, but you'll put all the burden of decoding the video on the main CPU, while the GPU is idle. As long as the CPU can handle it, I would not care either (albeit it will drain the battery a little...
