Before you run apt-get update you need to change the source.list that is inside the scratchbox, not your host operating system. For example:

[sbox-FREMANTLE_<X86/ARMEL>: ~] vi /etc/apt/source.list...

Are trying to apt-get without using fakeroot? I think you should be using fakeroot for all apt-get commands:

fakeroot apt-get update
fakeroot apt-get install sharutils
