Install https://flathub.org/apps/details/io....OSMScoutServer and follow https://rinigus.github.io/osmscout-server/en/ for documentation. In Flatpak version, there is no automatic start for the server. So, you should just run the server in one window and Pure Maps in the other one.

Ask if you hit any problems.
