Uhmm, so the context switching that I'm thinking of could have already been something required by the OS in respect to apps making the call whether they need/don't need 3G?

It would indeed be disruptive to the end-user experience. But, I'd wager that Nokia could stand for the positive Maemo press in being able to forward such an interaction between the application and wireless layers as something to enhance the customer experience considering current power limitations.
