I am experiencing infinite wheel on my "Checking for Updates "...guess this bug isn't fixed in PR1.3

how do I restart the service/daemon for this instance?

Check if you have already a process using /var/lib/dpkg/lock
You can run ps aux|grep pkg and if you see some processes there you can kill them.
You can also remove lock directory: rm -f /var/lib/dpkg/lock

i dont have /var/lib/dpkg/lock running, only /usr/bin/pkgmgrd running in background

the wheel still spinning atm

Is your Internet connection working via the browser or elsewhere?

This happens to me a lot. I see the following processes:

/usr/bin/pkgmgrd
/usr/lib/apt/methods/exec
/usr/lib/apt/methods/http
/usr/lib/apt/methods/https
/bin/sh -c /usr/bin/osa --packages
/usr/bin/osa --packages

You can try killing the last one, but I normally just restart the phone.
