The PR1.3.1 update is minor. It just addresses the DigiNotar (certificate "authority") hack, removing them as a certificate authority I assume.

I only have
"nameserver 127.0.0.1"
there and it does not change when going online.
If you have to change it I would try if you can use OpenDNS
alone.
Afaik you do not have to change it for TOR.
