All CSSU versions of hildon-desktop are limited to set up 4 desktops, like the standard nokia hildon-desktop. There is (was) a modified-hildon-desktop version, which supported up to nine desktops.
As far as i am aware of, if you had nine enabled before switching to CSSU, they would survive the switch.
But if you only have four enabled while switching, then there is no way to enable any other desktop.

to activate more than 4 desktop under CSSU:
Press on the desktop
Press the options button at top right
Press Desktop Menu button
Choose Manage views.
You can activate/disable desktops from there.
Press on the desktop
Press the options button at top right
Press Desktop Menu button
Choose Manage views.

I'm a terrible writer
To begin with, I had 9 desktops after cssu upgrade.
I did not have modified hildon before upgrade.
Nothind didn't go south at the upgrade prosess either.
My problem is that (after upgrade) I can use only 4 of 9.
I cannot select more to be active. Which is wierd. I noticed this when I made a custom .desktop file:
nine background images, but only four came into view.
(when I had all 9 desktops active)
That desktop selection menu should slide in the lower part of screen but mine doesn't anymore.
Portait and landscape mode works fine.
So does hardware key switching work fine from desktop to another.
Take a fresh cssu testing/thumb flash and you certainly would have all 9 desktops to be used.
I currently have *maemo8.2 cssu thumb.

well isn't this is even more embarassing . it was caused by version *65 of theme-customizer. fixed by simply upgrading the app.
I should check more often now at package search / FAM before installing. heh

I have the same problem: Before CSSU-4 desktops avaible After CSSU-9 desktops avaible, 4 activated. And in a moment(after a month), without touching anything, the extra desktops dissappeared! I use CSSU-Stable 6.1(or smth like that), and I do not see the theme cust. upgrade in Extras and Testing.
Had all 9 desktops active but I decided to limit them to 4.
Bad desicion. Now I can't activate them again (no slider effect).
Has anyone encontered same situtation before?
Btw gconftool-2 *int [1,2,3,4,5,6,7,8,9]* doesn't work.
Is there a .conf or a file that is related of amount of desktops?
Or are I'm to reflash, again
