is there a way of installing apps within KDE?

I tried installing some files direct via DEB for the IT but it failed.

You need special compilations for ARM processor to be able to install an application - anyway it's possible (in most cases) just to do a recompilation of a KDE app without any further modifications (like it is needed for Hildon).
Regular DEB packages from the net will be usually compiled for x86 platform so unusable for the Tablet.

so a app for os2008 n800 wont work? it needs to be a linux app for arm cpu?

No if you have the .deb file or if the repo is already in Maemo Application Manager - you can use Kpackage to install and unistall apps. I actually find it superior to the Maemo app manager because Kpackage give more information, more readily.

If you want to install an app from a .deb file: Go to KDE Menu -> System ->KPackage -> Wait for it to build the app list (you should see a little watch on the screen) -> Open file - > navigate to where you file is stored -> Install file -> Enjoy
