Not sure why you've got a .tar.tar instead of just .tar, but the command to unpack tarballs is:
tar xf FILENAME
Like unzipping something in DOS, this'll splat the contents of the archive down...

That's because it's a combining accent key. Useful for putting accents on characters; for typing apostrophes, not so much. I noticed it right away, but you're the first I've found who mentions it....

What you're interested in is "USB host mode". The short answer is, "no, not out of the box." The long answer is, I believe, that some people have hacked some gear together using spliced USB cables...
